In the readme file for obse re installing manually, it says to copy the(data folder) to the Oblivion game directory. However,the Oblivion game directory already has its own "DATA"folder there. SO, what do you do in order to install the OBSE program ?

Copy\Paste All Files into your Oblivion\ data Directory and Say YES to Overwrite ALL Files.
