Eloth's Visual Overhaul Missing Places

I installed Eloth's overhaul and started it up then started playing to discover that most of Balmora is missing as well as Seyda Neen. I'm pretty sure that this is happening all over Morrowind. Someone else who had that same problem said they just changed the load order but mine was already correct. I don't know if it's missing file (I doubt though since I'm one of a few who has this problem) First I installed with Eloth's downloads then Thermador's mirrors.
