This has only happened for me in the Corprusarium (http://www.uesp.net/wiki/Morrowind:Corprusarium). I went underwater in a small pool, and what I assume are bubbles are appearing as little pink squares. I can't get a screenshot of it for some reason, but that's exactly how it is.
