Ground textures not loading right.

I've installed Morroblivion twice and ran into the same problem.  Upon starting a new character and walking outside, some portions of the ground do not have textures. They are just large green/brown areas.  In some places I can walk into this green area, other places I can only walk on it.  It seems to be present in all areas (near water, on hills/mountains) but they're just splotches. The entire ground isn't affected, just parts. Any ideas on how to fix this? Also, I'm not able to change my character's hair style during character creation. Thanks.
