No experience gain. | Morroblivion

When starting Morroblivion in Seyda Neen I don't level. However when starting the game normal at the Oblivion start point I do.

My load order is:

I am using the Steam GOTY version of Oblivion

Hope there's a quick fix, I was really enjoying Morrowind til I kept struggling against high level creatures.

You should not use Eloth's Grass and My Grass at the same time. You do not need Vvardenfell Imports.esp unless you want the shop in Cheydenhal, which is not much use to you in Vvardenfell. Try switching the Chargen & Transport mod for World Transport. The only other thing that I can see that could Possibly have anything to do with it is the UOP Vampire. Failing that, you are just going to have to disable mods one at a time till you find what is conflicting. Presumably you also have OBSM, OBME, and Ely's Silent voice installed.
