Morag Tong- Meet Requirements, no Join Option

My skills and attributes meet the requirements, but Eno Hlaalu's dialogue options are just "Advancement" "Background" "Latest Rumours" "Morag Tong" and "Writ", none of which get me to the joining dialogue.

I tried the patch by RADlTZ, but it doesn't seem to have fixed the problem.
