I just upgraded to version 41. I tried loading the CSE (which I havn't loaded in a while, perhaps a couple of weeks, and then it was on v039), and it failed on startup. I reinstalled Obse, messed with the ini, and so forth, but the CSE won't load on either my laptop or desktop.
I'm not sure this is caused by v041, as I installed a lot of mods, but I can't figure it being anything else.
The normal CS still seems to work fine.
Does anyone have any ideas or think they can confirm this?

Uh, this should be marked as fixed now. I deleted some bad plugins and that fixed it.
