I have installed two times, but each time I try to play, there are missing land meshes in exteriors, all npc's are floating at the top of a lot of water. Please help!

Load Order Problem:
Make sure that Morrowind_ob.esm loads right after Oblivion.esm (use wrye bash or OBMM).

Just wandered thru and saw this. It's your load order. Use Oblivion Mod Manager to set the Morrowind_ob.esm immediately after Oblivion.esm.
