[MERGED] Training AI Patch Mod

While playing V051, I noticed that some of the master trainers did not provide training services as they should. I then went through the list of Morrowind master trainers (found on the UESP site) and made changes to the NPC AI package lists as necessary to allow them to properly offer their training services.

Please comment on any issues or suggestions for changes! If the development team would like to merge it with the next release of the esm, that's fine with me.
