Purge cell buffer mod???

I keep reading about this mod but I don't see it anywhere. Not on here or on any other site. I googled it and found nothing but references to it. I am playing the game on low graphics settings. I have to. Yet I still get crashes and such. I do need this mod to cut down on the problems but it's completely unavailable it looks like. Where did it go?
