I was wondering if beast races (khajiit and argonians) will be able to wear all pieces of clothing and armor in skywind, because in morrowing it was impossible to wear shoes or helmets for example

If I recall, Skywind will not
If I recall, Skywind will not be bending Skyrim to Morrowind's standards, but the opposite. That said, I see no reason why the beasts should not be able to equip full helms & boots.
Although to remain true to Morrowind, no beast NPCs should have full helms or boots in their inventories. The player should, of course, be left with the option. These are just my thoughts though.
They should be able to. We'd
They should be able to. We'd have to take extra steps to make them unable to wear boots or closed helms, and I don't think enough people want that to justify the effort.
