Same as Skyrim.

It's quite pointless, plus when the birth sign menu comes up we will probably just use teh standing stones effect.

The birthsign have been implemented in the chargen (the selection menu could be enhanced a bit, but it's functional). This adds morrowind-style birthsign abilities and spells: http://uesp.net/wiki/Morrowind:Birthsigns
I say morrowind-style because some might have been adapted to Skyrim gameplay but they should keep the same philosophy. Also, the effects haven't really been tested but the system to get them is here.

It would need to be a
It would need to be a separate mod because it affects vanilla Skyrim content unless it is implemented like the idea of setting standing stone abilities at chargen (so that they're like birth stones).
As for the actual power, it matters very little. NPCs never use racial powers so it's just something to give the player an edge and it's almost never really that needed unless you charge in someplace full of high level enemies when you shouldn't've.
