I believe the publicans at various inns have the topic "Beds" available, but renting the bed from them for 10 gold, you still cannot sleep in the said bed. Noticed it at the following inns (this is a running list, I will add more when I find more inns):
Ald Skar Inn - Ald'ruhn.

Edit: Just checked - yes, there is a bed available to sleep in once you pay - the only thing is the dialog is wrong - it says, third bed on the right, but it is third bed on the left. Nonetheless, not a major bug that needs to be fixed.

The bed was rentable, and I checked Caldera, Ald'ruhn, Balmora. So maybe this tracker can be closed. I will open it if I see anything, but nothing to report as of now.
