This has been brought up a few times, and I think the idea is worth enough to not be lost in the depths of dev chat.
The idea is pretty simple. Very similar to another amazing mod made for Skyrim - Frostfall.
This one however would focus on ash survival, rather than frost. Through gameplay features it would give some depth to the armours we are going to have in Skywind (ash protection stats), ashlands would generally become much more hostile and dangerous, and it would beat up the immersion tenfold.
It's probably a thing we wouldn't really work on until we're finished with vanilla Morrowind stuff, but it would be good to start designing the gameplay beforehand ;)
I'm thinking it could be activated/deactivated/tweaked via MCM menu - that way players who just want to go on a happy reckless rampage aren't limited by some "Sims" stuff.
I'd break the feature into three modules, designed to best work together:
- Ash survival
This one in a version without any other addons would simply give us debuffs, sometimes big ones for ash exposure and inhalation. Ash exposure would irritate the skin of our character, making it much harder to fight (debuffs to skills), run, or walk. If we don't have our eyes protected our vision would get progressively blurry, and if we look into the ash for too long, the effects might heal up for days. Ash inhalation would make our maximum stamina decrease the longer we breathe dusty air, and stamina regeneration would be hit too.
All those unpleasantries could be avoided through the usage of proper gear. Different pieces and types of ash gear would have different values of skin/eye irritation and inhalation, of course the better quality is the gear - the better the protection. So armours and clothing with lots of loose rags would protect from skin irritation, goggles from eye irritation, and masks from inhalation. I think we could use separate slots for standalone masks and goggles too (however some helmets would take up all 3 slots). Some races would be more endurant to the harsh conditions, especially the Dunmer with their rough skin and red cover on their eyes, but not to the point when they can dance naked in the ash. Inhalating Blight Storm might give you corprus too ;)
- Basic needs
Many people, including me, feel a bit weird that our character is not fueled by anything. The level of immersion makes it so that we feel like we are really in the game, and stockpiling food and drinks really makes the planning of trips all the more interesting. Now you can't just trot around carelessly without ever having to think of your needs. And it also gives a purpose to all the foodstuffs in the game. In Morrowind at least they were used in alchemy, but Skyrim style "eat 40 steaks mid-fight to heal up" really breaks the illusion of reality we're trying to achieve here. The system would be rather simple, and I think could be based off (or actually the code could be used if author allows) already existing Skyrim basic needs mods. Only difference would be that Ash inhalation would greatly increase thirst and dehydration.
- First person helmet effects
Might sound redundant at first, but I already tried a mod like this for Morrowind and it was amazing. Limiting vision really makes it a new thing to take into consideration when choosing a helmet suitable for our needs. More importantly though, I feel like eye protecting features of goggles and masks wouldn't be complete without some kind of effect on vision (except for the fact it wouldn't get blurry in the ashstorm). But if we get it for goggles, other helmets should be covered too. That way, you would want to take the masks off when the weather is clear again. Could probably be done via screen effects, much like bloody screen or a few others.
Additionally, we could have portable tents that let us quickly build a small shelter to sleep through the ashstorm ;)

You should contact the person who worked on Frostfall, I gather they'd be able to provide us with a LOT of help with this idea. As awesome as it is however, it does pull away from the Elder Scrolls feel for a game. This would have to be a side project as sustenance, besides stamina and disease, were never main factors of gameplay.
There are ways we could make these ideas esthetically apparent however, to make the character feel like Ash and Blight are true threats to the player while not affecting stats is a good way to go. I for one actually like the idea of ash blurring your vision and making it harder for your character to run. We do want the hands-covering-eyes animation from Morrowind, after all :P

I've already got a mod for Dragonborn that causes blurry vision during ash storms (Wet and Cold - Ashes). It's a cool mod, but for Skywind you could take it much further.
With 'Ashfall' in mind, you guys should make sure that armors made by Dunmer for Morrowind's volcanic conditions would generally be better protected against ash than foreign styles. For instance, Nord Iron Armor, Orcish Armor, etc. would be much less suited for weathering ash storms than Bonemold, Chitin, Glass, etc. And even within Dunmer armor styles there should be degrees of effectiveness. For example, the Glass Helmet's lenses should be slightly superior to Chitin's, just due to the quality of the materials used.
And this also means that you guys should follow Kirkbride's original vision for the Telvanni. They need proper protective gear and masks just like the other houses. And it just so happens that Kirkbride came up with some bloody awesome concept art for Telvanni mages' outfits, which made them look much more at home in the ashes of Vvardenfell.
What about hunting and
What about hunting and skinning animals to make yourself a bag, which increase amount of things you can carry? Craftable lanterns?
Also interested about immersive 1st person view (when you can see your whole body when you look down), footsteps on ash, bobbing boats, steam clouds from characters breathing when it's cold (or raining) and getting wet in water.

You can do most of those things with mods already. But a Frostfall-like mod designed specifically for Morrowind's environmental conditions would probably have to be made by the Skywind team itself if it's ever going to happen at all.

This would be quite an incredible experience. Planning ventures ahead. The tension whether you can make it back to civilization after a long dungeon romp. Mapping out save havens. Maybe expanding on magic effects - no more happy jumping around lava areas! At least not without enough protective spells. Gaining favour with the ashland tribes so they show you survival techniques (i.e., a bonus to survival skills?). Maybe even expanding on the item placement: the best items are mostly stuck in the most dangerous areas?
As an aside - the other regions might be just as dangerous. Adding high chances of contracting diseases for stumbling through the swamps without clothes on (or even with them)?
It would certainly change the game, but at the same time inject a lot of fresh energy into it.
I really like this
I really like this idea!
Especially the part about goggles and helmet version reminded me of a game with a similar approach: Metro and Metro last light.
When you enter certain areas you MUST put on your breathing mask, and it gets foggy as well and you have to switch out filters. Now, leave the filter thing aside, and it sounds perfect for ashfall if we can imitate it.
As soon as you enter parts of the ashlands or the border where ashstorms are known to happen, you are forced to put on your mask/helmet/goggles/mouthcover or suffer serious debuffs.
TLDR: Implement a system like in the 'Metro' or 'Stalker' game series with a need for facial protection and visual effects.

I personally would love to see this. I know Wet and Cold: Ashes would be a great extra add-on to Skywind. as it already comes with ash storm survival gear and NPC reactions. But I know the main games must come first, so perhaps contact these modders to ask for compatibilty patches.

Of course, I suggested to break it down into three separate modules, so that they can be activated and deactivated separately through an MCM menu (although would work best together). Each would also have some more settings, like for example the level of difficulty, as to how much certain things affect your stats, etc. And eating, drinking and sleeping is not a pain in the ass if done correctly and immersive ;) In Skyrim food was actually immersion-breaking. Plenty of delicious looking foodstuffs and no reason to eat it, other than heal mid-fight. Stupid!
Another thing Ashfall would enhance much is - EXPLORATION. I don't get why Bethesda keeps ruining exploration in a game about exploration. Even the most amazingly designed and beautiful environments are bland and boring if they don't respond to you, and don't make it hard for you to explore. Some places were really intriguing in Morrowind mostly because how dangerous they were. When it's only creatures that make it dangerous, it gets pretty tedious as well. However, if we limit the exploration with survival stuff, suddenly our trip to Urshilaku might be a one to really remember. And NPC's saying to you that you really need to prepare for the trip would actually make sense.

Would NPCs be affected by this, too? Even if they just have a 'replenishing' food and water supply, it might allow for reverse-pickpocketing poisonous food and water, so that they will be affected when they eat their next meal. Such options for cleaner and more anonymous kills would be nice.
I've had the idea of
I've had the idea of integrating face covers and robes that protect against ashstorms into the tailoring system for crafting, and I can add them in as a crafting recipe for the base game without the extra protection, so that it could be implemented later once Ashfall development starts. Another thing I was thinking about is breathing spells (for ashy/lack of air, not for water breathing) as described in the Doors of Oblivion book: "There is no sky or ground or air, only particles, floating, falling, whirling about me. I must levitate and breathe by magickal means."

I'd love to see the "Get Snowy" effects in an ash variant. As your walking through windy dust storms, your clothes desaturate and the crevices of your armor get gritty.

For immersion purposes you
For immersion purposes you also may want to check out the Footprints mod on the Nexus. It already has an ash plugin, and with a little retexturing could be applied to sand an mud. It would also help tracking prey for the other survival plugins planned; stumbling across the trail of a wild guar just as your stomach starts to rumble... almost like Hircine himself asking for an offering. And Frostfall makes an EXCELLENT starting point for a few more reasons: tents, campfires, cook pots, even the mobile tanning racks, alchemy sets and enchanter's circles (which needed bonemeal to draw when set up). It would make an Ashlander character much more plausible.
