Garisa Llethri is nowhere to be found in my game. I looked everywhere in his manor, skar, and ald'ruhn.
Also I looked at thefbmwHRCalderaCorrupt & fbmwHRCalderaDisrupt quests in CS and they are both missing scripts needed to advance quests.
There are no result scripts listed in these two quests until the end stages 100 and 100 / 110 respectively where quests complete.
I'd be happy to fix this, but v61 proj. status said all faction quests were completed, so I wanted to check if I can work on this first. It looks like all HR quests from Garisa Llethri need scripts added to complete quests, and I'd be happy to do those.

The result scripts in those
The result scripts in those Quest Stages are for the rank advancement script. It adds reputation and makes the script check if you advance in rank. There's no need for any result scripts in any of the other quest stages. They're triggered by dialogues and that's it. No need for any more scripting. I played through the Redoran questline and everything works fine.
Depending on the time of day Garisa should be in the Llerethi Manor Bedrooms, his private quarters or in the Council Hall.
