Like the title says, I've turned down all settings, turned off distant lands, and as I enter Hla Oad I crash instantly entering the town. I also crashed trying to come south west of it, so something in that grid is causing my CTD. Please advise.

I reverted the timescale to 20 (not sure if that is true for Oblivion) and waited 4 days for safe measure. It worked, I'm moving about freely in Hla Oad :) Thanks keyboard man.

It's not timescale (which is, I think 30 by default for Oblivion), it's iHoursToRespawnCell game setting, which is 72 by default.
