This is the sort of bug you expect: with the outer districts of Open Cities installed, Kisimba is gone. Naturally, moving the Imperial Prison into Tamriel doesn't bring Kisimba along, load order notwithstanding.
Deactivating the Outer Districts works - BUT - reverting is buggy, leaving the door to the prison yard either missing or unclickable. My optimum solution thus far is to run the game with outer districts on, then kill it if I want to go to Vaardenfell, using fast travel to bypass the buggy door (a PitA for my vampire character, with Kisimba available in the daytime).
Has anyone gotten these mods to play well together? I would prefer to use CAT vs a spell. Any suggestions?

Under this link in Transport Between Worlds, you have Alternate Start and World Transport, Also there is Morroblivion in Tamriel, where you can Walk to Vvardenfell ither of these Mods should get you to Morrowind. Portal Spell will only Work after you have been to Morrowind.
