I've been trying to slay him for 1 hour now and he didn't die. Is it possible that you have given him the attributes of Dagoth Ur?

There is a difficulty slider in Oblivion.

what level were you when he killed you? in morrowind you had to be level 18 atleast to kill him

sorry, but we cant make the game too easy, whats the fun in that?
