If you finish every quest given by the other quest giving people within the Thieves Guild and are therefore able to advance to Ringleader (the Rank right above Captain) Jim Stancey won't give you any "normal" quests but will tell you that he would like you to be a bit more seasoned and that you should return once you are Captain.
