Cannot become Hlaalu Hortator

I'm Member of the House Hlaalu and am quite far advanced throughout their quests. Now I am supposed to become their Hortator for the Main Quest. I've spoken with Crassius Curio and he has given me his vote after I gave him a kiss. According to the plot I am now supposed to get the votes of all the other Council Members but each time I talk to one of them about "Hlaalu Hortator" they all tell me that I'm already the Hlaalu Hortator but neither the quest log nor Crassius can confirm that. Crassius tells me that I won't be having a problem convincing the others and my quest log tells me that I'm supposed to meet with Crassius.

I'm House Brother in House Hlaalu if that is of any importance.
