The treestump in seyda neen rather than being a storage container acts like a plant. So you pick it once and it says "You found nothing of use"

There are two stumps in the pond ... Fargoth goes to the correct Stump when you are spying on him.

Okay I found the problem. There are 2 stumps when in Morrowind there is only 1. Probably just need to pull a stump out.
