40 silent mp3 instalation...

It looks too me like these are just audio files. I think you need to rename these files to whatever voice file you want the text to show up for in dialogue, which would be a ginormous and tedious task to do for morroblivion. Ely's Silent Voice (which uses Obse) detects files without a voice file and plays silence. 40mp3s isn't a mod: it gives you silence files that you would have to duplicate and then place in the correct voice directories (with the correct file names). That's what I'm thinking. Sorry man, this looks like it stinks for your purposes. I think it may be a lot easier to get OBSE working for you, or just read the text flashing by (or help contribute to the voice overs section.) ;) Perhaps we can help you get obse working?

Grab OBSE here:http://www.tesnexus.com/downloads/file.php?id=37952 click on the driect download: http://obse.silverlock.org/download/obse_0020.zip (<- or just copy that into your browser).

Extract all the files from the zipped folder to your oblivion directory/ your oblivion folder. Then, don't play oblivion by clicking oblivion.exe. Instead, double click obse_loader.exe. (you could make a shortcut of obse_loader.exe and rename the shortcut whatever you want).

Also, there are great instructions / troubleshooting etc at that first link. I havn't found anything that would stop you from being able to use obse with a polish version of the game.
