Tribunal quests | Morroblivion

Im currently playing through tribunal, and Ive encountered 2 glitches with the quests.

First, the character for shrine of the dead quest Urvel Dulni is nowhere to be found. According to the morrowind wiki, he is suppposed to be in the archcanons office, but hes not there. Ive also searched the entire temple, and he isnt in there.

Second, its the quest evidence of a conspiracy. Ive decided to let all the 3 suspects go, but I cant report the changes to the king. Ive also gone through all the dialogue options such as "official matters" "evidence of consipracy" and all of the characters' names. Another issue was that none of the characters disappeared after telling them to leave mournhold. Could that be related in anyway to the topic bug with the royal guard?

Tribunal has not been finished or debugged, and nobody is currently working on it. I will get to it... eventually.

I had the same problem. In my opinion, the "AAMWUrvelDulniREF" (in "MournholdSTempleXSOfficeSofStheSLordSArchcanon" interior) mustn't be initially disabled. It is necessary to uncheck "initially disabled" in its options.
I has made a simple plugin (as a temporary measure) for correcting the situation.

The plugin can be disabled after the end of the quest.
