Hortator Quest Issue

So far loving this, but I've arrived at the stage in the main questline where I need to become Hortator. Specifically Redoran Hortator. I have the support of all of the councillors, and confirmed through dialogue, but Bolyn Venim will not offer the duel. I have tried persuaded the crap out of him, and I have tried taunting him into oblivion, but there is no option. I tried just using the console to set the quest stage, but I recieved the message that the quest ID was invalid (specifically B5_VenimHort 30). THis may be a different ID in Morroblivion than it was in Morrowind, but if there is a database  of the Quest IDs for Morroblivion I haven't been able to find it. Either way, I'm unable to proceed with the main questline as a result.

EDIT: Reloading seemed to have cleared the bug, but I am still curious about the Quest IDs.
