I've heard that sand is a default for a missing landscape texture (or mesh?). It doesn't look like any of that was meant to be there, so this is probably just a case of incompletely-converted landscape textures.
Since development on Skywind moves very fast, and this report is old, someone will need to check the area again. It's likely that this is fixed by now (and I think a vid showcasing Skywind showed the area and it was free of this problem). I'll see about installing Skywind myself soon.
Morrowind used this odd land texture for shadows(Eloth told me the name, and I forgot) Oblivion/Skyrim doesn't support it, so in Oblivion, it was replaced with Oblivion land textures, and in Skywind, it became sand lol.
The areas around Dren Plantations are probably the best examples of our fucked up land texture. They'll probable be fixed by someone who works on the Ascadian isles region's landscape.
