Ive become nevarine with all the camps and started to become hortator. But no topic comes up when i try to talk to the house members to become hortator. any suggestions?

I figured out why the topic would never come up.. I was talking to the wrong council members!! I feel so ignorant! Anyways beat the main quest, thought it was awesome! Great job guys. Now I'm on my way to soltheim. Can't wait!

I started the fifth trial befor the fourth, maybe that has something to do with it?
