Redoran Hortator Issues

So I'm doing the whole Morrowind Quest again, and so far so good, at least until I reached the quest where I have to become the Redoran Hortator. I'm supposed to go and talk to Athyn Sarethi in Ald'Ruhn, who is then supposed to initiate the whole quest. http://www.uesp.net/wiki/Morrowind:Redoran_Hortator

At first I wasn't able to, so I moved on to the Hlaalu Hortator quest, which I was able to complete. So whenever I went back to Ald'Ruhn, I was still having the same issue. Whenever I initiate the conversation with Sarethi, I have the option to talk about the Redoran Hortator, he explains what it is, and then I'm only given one speech option, which is something along the lines of "How is one chosen as Hortator." After that, however, I'm not given any option to explain my story and ask for his vote to initiate the quest. What do I do? I'll even settle for "completing" the quest with the console, but I can't find the Quest ID anywhere. Help?

Please, when you are posting something, I need enough information to make sense out of it. It is very frustrating trying to answer people when they don't give any information other than "doesn't work." That's why I don't look at the bug reports as much as I used to. I can only make a guess. If you have joined House Redoran, Athryn Sarethi's dialog is quirky, and he will not discuss the topic of Hortator with you until you advance past a certain point. I believe you have to finish Neminda's quests, guard Sarethi, and rescue his son before he will discuss it with you. That's just the way his dialog works.
