Which Oblivion mods can have an affect on the Morroblivion worldspace?
This question is a result of the question: Which mods will have no affect on the Morroblivion worldspace?
I'm not asking which mods have been ported to Morroblivion. And we already have a thread to track released mods for Morroblivion.
Example:

A mod that places items in the Tamriel WS can not have any effect on Morroblivion WS.
Mods that change Game Mechanics can potentially have an effect on Morroblivion.
Mods that use Leveled Lists can potentially have an effect on Morroblivion.

So I'm trying to compile a list of mods that can have an affect on the Morroblivion worldspace?

That would be a lot of mods... it is easier to just list the type of mod, which is what I did in the FAQ...

There are only a few things that Morroblivion shares with Oblivion. The races and Daedra are about all, and, Hashmi has separated most of the Daedra with revived Morrowind creatures--and Unique Morroblivion ID's. Morrowind object, creature, and NPC ID's are their own, as are their Leveled Lists. Nothing in an Oblivion mod will affect them. Except... Thermador had started giving some Oblivion leveled lists tp some of the merchants. And, Thermador did make a modification for COBL that sees Morrowind food for hunger mods, etc. Things that will affect Morroblivion are things that affect the game itself, combat, game settings, etc.

Was wondering about Leveled Lists. So that means weapon and armor mods are useless without porting. New items would have to be added to the WS using the CS.

Quests whould have no effect.

Item Interchange might work. I will have to look closer.

Leveled lists don't matter because Morrowind NPC's don't use them. They have the same static clothing and equipment every time you see them. There are a few weapons lists that some of them use, but nothing significant. This is one of my biggest complaints about Morrowind. Item Interchange has no effect on NPC's that don't use leveled lists.

Can this be changed? I realyse this may require editing every NPC in the WS, but I was just wondering.

In answer to your basic question, yes, anything can be changed. However... To really make these changes useful, that is, so that things like FCOM, Item Interchange, etc., can take advantage of them, would represent a total divergence from Morrowind Lore. Therefore, to really do these as they should be done, there needs to be an overhaul mod like OOO, or FCOM-For-Morroblivion, which, if I ever go through Vvardenfell again, I will probably do. I would support creating true-to-lore Leveled lists and incorporating them into Morrowind NPC's, but would not merge FCOM or Item-Interghange friendly Leveled Lists into Morroblivion. These true-to-lore Leveled lists could then certainly be incorporated into an FCOM-friendly mod.
