It always has the red door icon when I enter, and there's a guard inside who tells me that it's a restriced area. Doesn't seem right.

OK here is a patch for this issue, and the rest of Caldera.
I am coming to the realization that Henshu didn't really know what she was doing when she added AI. The packages are OK but she didn't complete the job by making NPC's own their interior doors, giving each NPC a key to those doors in their inventory, and then locking the doors and assigning that key to the interior doors.
I am basically following this tutorial, except that, per default Oblivion, only Guilds, Taverns, Inns and Castles should be Public areas. Anything that is locked at night should not be a Public area.
