Wraithguard Issue | Morroblivion

I was working on the main quest and after using all dialogue options and finishing talking wwith Vivec I was never given Wraithguard nor did taking the unique dwemer artifact start a new quest to recieve it. Considering the high importance of the item this seems to be a big issue for it.

"Talking to Vivec" does not automatically give you Wraithguard. You have to swear an Oath before he will give anything to you. Explore all his dialog; he explains a good part of the story.
