missing landscape

I need help,I started playing this game about 2 days ago, I have every requirement, morrowind GOTY, Oblivion GOTY, all needed mods,etc.

Suddenly after playing to about lvl 2, after a few fighters guild quests, i noticed that i went on, and a ton of land is missing, and its all over the game, All interiors are put together, but most of actual morrowind is floating trees, and doors, and ppl swimming. What do I do!?!? Please respond quickly.

Morrowind_ob.esm must load immediately after Oblivion.esm

Well is there a mod manager that doesnt require internet? (im at the library and the game is on my desktop)
 I remember trying to use a mod manager for skyrim from nexus and it needed internet to register, can u link me an oblivion mod manager that doesnt need internet?(has to have load order)

I already have wyre bash but i didnt know it had load order, thx, Can u just tell me how to use the load order on wyre bash and ill be on my way :D

Make sure that mods are sorted by load order (second column) and then use drag'n'drop or Ctrl + Up\Down arrows

Something to add as I found this out how the mods are in wyre bash is their load order so

http://i.imgur.com/6wpD5.jpg that is my finale working order I ended up having to move one of the mods to the bottom outside what the install instructions and what the load order did automatically to get mine to work.
