There is no such mod yet which fixes all the missing arms problem. The Object Replacer fixes the missing limbs with clothing and armors ... but you will get naked NPC's if you use it with like any quest or travel mod.
When i loaded the CNME mod there is no ship in Anvil... so i had to put the guy there myself, i thought i would have to make dialogue but it turns out the "guard" was already there except he wasnt in the worldspace :)
I am running xp 32bit have been having a problem where there's only random spots of land so tons of missing land but interiors work. And well i wish the quests worked.:( Atleast i made it to aldrhun looks great in spots that it works.

i had to try to use the esp_conv several before it worked because of an error where it says could not parse file and random program crashes as in the esp_conv not oblivion
You need to fix your load order (use Oblivion Mod manager).
Morrowind_ob.esm needs to load right after Oblivion.esm (i.e your first loaded master file should be Oblivion.esm and the second sould be Morrowind_ob.esm.)
You do not need morrowbliviontribunal_fr.esp or morrowblivion_fr ... they are for the french version of the game.

When i try to convert this is what is says
can't create C:\Program Files (x86)\Bethesda Softworks\Oblivion\Data\Morrowind_ob.cnv! Press enter... ( so i do) press enter... (i press enter) it closes... what is up with it!!!!
I put all the ini files into programfiles/bethesda/morrowind/
I edited the ini properley
I double clicked clicked the esp converter (it worked)
I have blood moon and tribunal
I have the oblivion patch
I checked all the files after the oblivion.esm
I opened oblivion I saw sombody drowning in the water and yellow excalation marks.
What have I done wrong

Morrowind_ob.esm -MUST- Load Immediately after Oblivion.esm.
I have addressed this in my Project Release Thread, but there is a serious bug in the Oblivion game engine.
To change load order you can use OBMM or Wrye Bash, both available on Nexus.
Hey guys, I have everything installed fine (I think) and the boat won't appear in the Imperial City. I have a 64 bit version of Windows 7 and as far as I know all of my data files are set up right and everything. Is there anything I could be doing wrong? Please help.

all instructions, re-read and followed,
I have patched, & re-installed Oblivion and Morrowind.
Used the conversion, and everything seems to go ok,
Used OBMM to put the Morrowind.esm right after the oblivion, disabled all my extra mods,
and still swimming... interiors work, but no land..
Win 7 (64) .. Is it time to try the OMOD?
Or am I missing something else....
Edit; Exploring on... I found part of Balmora intact, so it it not 'no land' just most of the coast is still missing

The problems you are describing have nothing whatsoever to do with the OMOD.
The OMOD was a last resort I recommended for people that were crashing. It has been replaced with my Complete Installation, which has all the meshes and textures the Master needs.
It sounds to me like you are running into UAC problems with Windows 7. If you have installed Oblivion to it's default directory, then you will have continuous problems.
You should reinstall Oblivion to a neutral directory such as c:\games\Oblivion
Edit: I just tried the GUI and got the following error...
"C:\Users\JM\Desktop\ESPConverter_v0_98b\OblivionReplace\apparatus.ini" could not be found.
I checked, that ini file is not present.
could that be part of it?

Yup, the OMOD actually made things worse...
I was already using C:\Bethesda Softworks\Oblivion to get around the UAC issues,
and my morrowind install is the same. C:\Bethesda Softworks\Morrowind.
well I'll pull the omod and turn OOO and the UO patch back on...
and re-run the conversion..

This is exactly why I have made the Full Installation available. If you download and install this, then you don't need to run the conversion.
However, this should have nothing to do with swimming. Swimming is typically caused by one of two things, either UAC doesn't let you access anything, or your load order is not right and Morrowind_ob.esm is not loading second.

I am on dry land and no "missing item" diamonds or exclamation points are visible...

Feedback.. When going through the files even more carefully I discovered that instead of the latest Morrowind.ob , I still had the one dated 2009 (and nearly 3x larger) in the data dir.. when I moved the newer v014 up into data directory, major weird behavior resulted. with CTD's frequent, almost every second load interior or exterior. also any time the alternate start would engage..
So yet another install, in this time, (you guessed it) "games\oblivion" but, Only the new OB install
I left the morrowind original in the "bethesda softworks" folder and only copied essential mods.
This time the "complete install" was used instead of the converter, and everything appears to be functioning correctly
from the start.
so far only one missing light texture in the Balmora Fighters Guild, and two normally hostile NPC's are not.
but I'm not sure which forum you want those items posted under...
continuing to explore (with a level 32 post MQ, etc. OOO character for now)
