2 questions.

I am having a bit of trouble in the game. Not trouble, exactly, on my first point. But after that, I need help on something just a tad bit game ruining.

First, what is a tad bit more important to me. Cheating. How can I? You know that feeling of boredom that you get when you beat any game and then you really, REALLY want to cheat? Well, that's what I do after I play every TES game. I have beaten Morroblivion, and I would really just love to experiment around with it, and see things I didn't see before. For example, see a chest of EVERY ITEM IN THE GAME. I already tried going to the test rooms from Morrowind, which have everything from the past game besides the chests filled with unlimited amounts of everything. Nothing there. Nothing was added to the original Oblivion testinghall, like some mods do on special occasions. Nothing. Keep in mind: I tried to already make this MYSELF, but I was unable to modify Oblivion AT ALL using the TES construction set. I could go into cells and make things, but eventually my game would crash upon saving or exiting or something along the lines of that. So when I try to load it up in the data files, it says that it's invalid or something and that I am unable to use it. Help?

And question 2, I was unable to complete the Imperial Legion questline from the VERY first quest you get. When you go down into the mine to find the reason for the mans death, and you are supposed to bring back an axe for proof that the orc killed him, I find no axe. I have looked for quite some time, and came to nothing. However, what I DID find was that the ghost had an axe equipped to him. I tried to obtain this axe by trying to sneak up and open his inventory, but his inventory yields nothing, like any ghost. So this is a problem, since I always try to do the Legion quests rather than the Fighter's Guild or Mage's Guild because I find them a bit boring compared to being an Imperial Legion guard(although that wouldn't be the truth if all you did was sit around and do nothing but watch people).

Help? I need more help on the second question than I do the first, but the first would be much appreciated.

1.) There are some chests with Bloodmoon items in mwToddTest cell, that's all I know about.

2.) Looks like the unfortunate side-effect of Oblivion's improved combat AI. Use player.additem 01100070 1

You are not really describing "cheating" as much as you are describing "modding."

The Axe is there if you follow the quest properly.  There are Multiple threads on this.  I have done this quest in-game, and I played around with that Axe quite a bit.

Alright, my second issue is sort of resolved, thanks for the help.

But back to "cheating/modding". I did notice the bloodmoon chests when I went to the toddtest, the first place I went to. But not the 2 chests on the balcony by the door that normally contain every piece of armor and every weapon the game offers. I am however surprised that there is not even a hint of a mod that makes an "all-chest" or something like that.

If I can't find any mod for it, I would like to know how to modify it myself. I can't use the TES Construction Set for Oblivion to modify Morroblivion at all. Any help on that, at the least?

I don't know what you mean by not being able to use the Construction Set.  What do you think we all use.  As a guess, you are trying to use the Tes3 CS to modify Tes4.

Get the Tes4 Construction set.

An all chest, in my experience, is not really of much use without mannequins to put them all on.  By the time you get done looking at the 4th or 5th thing, you forget what the first thing looked like.  Get a good mannequin mod on Nexus, and then put all the stuff of the mannequins.

Umm.. no. I am using the TES4 for sure, as I am unable to even aquire the TES3 construction set because it comes with the original game, and I have a copy of both games on Steam, and for some odd reason they never included the TES3 construction set with GOTY Morrowind. I am 100% sure this is the right one. Hell, there is alot more proof to it, but on to the point. This question shouldn't be that hard to answer...

Basically, why can't I mod Morroblivion. I am using the CORRECT CONSTRUCTION SET, the TES4 one. it will not let me save whatever I do.

There was an updated Oblivion CS ages ago,the one that comes with the game is out of data,I think that it is at v2.3 something.But if you have kept up to date then I am sorry I can`t help as it works ok for me and I am sure thousands of others.
