My quest report only have one entry that says that elone give me direction for balmora. I've gone to caius but there is no option to give him the documents, I'm afraid that i skipped talking to someone before wandering out. I've gone back, but no guards will talk to me (they all somehow upset that I don't have the right uniform).

Run into the same bug, Bacola Closcius doesn't seem to have the option of speaking about old Caius.
Tonight I'll try to skip it, and report back :)
