Death of a Taxman bug

The Seyda Neen quest where you have to find the body of a tax collector and then bring the murderer to justice is bugged. I've listed it as minor because the quest is still possible to complete without console commands. It's just not the way it's supposed to be.

Everything works fine up until the bit where you have to speak to the lady in the lighthouse (Thavere Vedrano). There seems to be some missing dialogue. According to UESP she is supposed to give you the name of the murderer but she doesn't. She just says she liked the taxman and that she wants his ring. The quest can still be completed by finding the guy on your own but this means that unless you remember the quest from Morrowind or you find out the name of the murderer online, it's very hard to progress in.

Well, it's not so hard to figure out who the murderer is by looking at tax record ;)

As a bonus, I added some appropriate emotion types to the dialogue in this quest.

Not sure if it is a bug or some weird stuff from Oblivion, but after you complete the quest, somebody else appropriates the house of the murderer. Unlike in Morrowind, you can not use it as a player home and you are considered trespassing all the time there. Don't know if it was on purpose, but I think it was useful to have a place to stay in Seyda Neen.
