I have 1 problem: Its the quest evidence of a conspiracy. Ive decided to let all the 3 suspects go, but I cant report the changes to the king. Ive also gone through all the dialogue options such as "official matters" "evidence of consipracy" and all of the characters' names.

The given quest is passed perfectly and without mistakes that it to pass it is necessary to follow completely to the description on UESP, that is all over again to steal a note from a table, record in a diary will be updated, after with this note to approach to Tienus Delitian (not to king) it should give out 3 contracts on murder, do not choose item " to allow to run away " and to all three from conspirators answer only " to show proofs " (or that that like it) after that they the first will attack you.
