Miun-Gei the enchanter merchant, located in Vivec Foreign Quarter.
- His secret note/item:"Note to Tsrazami". Is buyable through his vendor-list.
- Attacks you, if you stay to long in his shop.
- There is no penalthy, as in paying fines, if you steal his possesed items infront of his face.

Anyways. I encounterd some very minor issues with a other NPC:
Alusaron, smith Merchant. He is Located in: Vivec foreign Quarter; Plaza district.
- After pickpocketing items from him, the pickpocketed items doesn't show up as stolen. So I can sell these items at very vendor. ( the items I pickpockted were different variations of enchanted arrows)
- There is no penalthy for lockpicking his bedroom door.
Edit: this was all related to a arrow bug, not the specific NPC itself.
