The House Hlaalu quest "Telvanni at Ordirniran" is giving the player who accepts it the similarly named quest "Telvanni: Ordirniran" which is a house Telvanni quest.
The fix will be to change the quest code fbmwHTOrdirniran to fbmwHHOrdirniran
Able to patch it for my own save with the console command, but wanted to flag for the project as a whole. :)
Just want to add as I continue - the entire Ashlander Ebony quest is not implemented - probably needs a check!

Quest markers do not work on the quest The Shipwreck Prelude.
Thanks very much. This annoying quest house change bug stop my playing last week. In my savegame all hlaalu characters in dirniran are dead and telvanni mage thanks me :( traitor hlaalu :)
In console i ended telvanni quest: completequest fbmwHTOdirniran and enabled Hlaalu quest getstage fbmwHHOdirniran.
Then i killed telvanni mage and ended quest in console. Now i can continue playing Hlaalu quests.
I'm not used console much before in oblivion. But console commands are easy to find.

Also, the quest Ashlander
Also, the quest Ashlander Ebony does not trigger following Exterminator. Looks like a broken script after asking for "Business" - the first part triggers, the second doesn't, thus making no option available to follow up with the guildmaster on to receive the quest.
