Boats don't show up

So, I just spent a day downloading and getting everything to work for this, but now I have a problem. For some reason, there are no boats or people to take me to vvardenfell. I downloaded the mod that is suppose to put a boat in Anvil...no dice. The one in the water front never existed in the first place. I even downloaded the mod manager and, wouldn't you know it, I know what I'm doing. I already had everything in proper order. I've looked everywhere I could think of and couldn't find other instances of this problem. PS. I'm using a laptop where the console command is not an option (already spent a couple days addressing that problem) Thanks for any help. Reaper.
