Are the resources from the Dragonborn DLC being used in the creation of Skywind?

In a similer vein of thinking shadow, if we are creating content for skywind, is it ok if our custom esp files are now requiring dragonborn.esm? I ask because i wasn't sure if y'all were simply ripping assets and if this would complicate merging of esps.
Also, is it possible to use dragonborn.esm with a blank skyrim.esm while creating a custom esp for skywind to avoid array errors or does it pull too much from skyrim.esm?
We're not using
We're not using dragonborn.esm as a direct dependency at the moment. Apparently there are problems with adding more than 2 masters. So no, don't make your plugins dependent on Dragonborn.esm. Just use the resources, and copy records instead of using them directly.
Another question
I read somewhere on the site that armor will work more like it did in Morrowind. Will we be able to turn that off and just use the basic Skyrim system of equiping armor (the 4 slots, head, body, hands, and feet)?

Yes, as many as possible. Dragonborn will probably be required for the next release, but we'll keep the old links up for awhile in case people don't have it just yet.
