"Clean Slate" version of each mod?

Will there be a version of the mod that has all the NPCs and Quests removed so we can update the regions according to lore? Like for instance in Skywind editing the landscape of Vvardenfell to signify the catastrophe of the Red Year?

I'm speaking of both Skywind and Skyblivion btw.

You know it's not very hard to do that your self right? I mean if you plan to make a Skywind mod based in Skyrim's time, you should be able to do this your self.
