Can't Advance Hlaalu Hortator Quest

Submitted by scotty35503 on

I completed the Telvanni Hortator quest with no problems, but I can't even get the Hlaalu Hortator topic to show up. I went into the Construction set and looked up the quest ID to get to stage 1 of fbmwMQHlaalu which is the Hlaalu Hortator quest. This gives me the journal entry that I have received the book Yellow Book of 3E 426, but nobody will talk to me about Hlaalu Hortator.

I have the topic Hortator's Duty, but I believe that dialog option is just for info and to advance any quest. Any help please. I've put about 80 hours into Morrobivion now and I wish to keep playing! :)
