On low settings, almost certainly. On medium, probably, but I wouldn't expect much in the way of framerates. The graphics card is probably the main bottleneck. It's 5 generations behind, so I'm guessing it's near the last console generation in terms of performance, and console settings for Skyrim are close to PC medium settings.
you'd probably really, really, really struggle. on the gpu benchmark site your card got a score of about 140. i have a gtx 560, which is considered to be very average but i have a score of over 3000. maybe on extreme lowest with performance tweaks and performance enhancing mods from the nexus.
You should be able to run vanilla Skyrim, but don't expect to be able to install many mods, especially graphic related stuff. That kind of sucks, because Skyrim is only half the game without good mods installed...but better than nothing.
If you do struggle then PM me I've gone through a number of trial and error things to get better performance out of my fairly outdated PC.
There are things like ini settings, to reduced textures that can help.
What is the size of your graphics memory,?, 1GB DDR3 as a minimum will be needed,but if you want to run skyrim in high spec with good FPS,you really need a card with at least 1GB GDDR3 or to be sure 2GB GDDR5.
And the core speed should be at least 750Mhz [over 1GHz would be better].
But in the past I have run skyrim on ultra [with slow FPS] with an old HD 4500,so I guess it`s core speed and graphics memory that matter.
and also the things that make skyrim look good are the textures and view distance. you can set shadows to low and then in the skyrimprefs file increase the resolution to 2048 and then you have OK looking shadows. but everything else keep at high/ultra. you can turn decal to none and switch between *2 AA and FXAA to see which you like best.
