I was pondering on the idea of making some of the areas/cities new worldspaces. The idea being that performance issues can be avoided. Especially when it comes to populating towns with NPCs and the complicated AI that comes with it.
Here are the places I was thinking; Vivec, GhostGate, Balmora, Suran. Possibly Ald Ruhn.
The upside is of course that we can pack tons of interactive stuff into the cities without worrying about it. The downside additional loading screens.
The places that I think would be easy to do are Vivec and the Ghostgate. They basically lend themselves to it. Vivec we are thinking about making a more open planned city as was first imagined by Bethesda. Apparently they made it closed because of performance issues, especially to do with number of outdoor NPCs.
What does it mean? It means that when you walk up to one of the few areas leading into the city it will load up, just like what happens with Skyrim cities like Whiterun.
Some of the other places are a bit more tricky like Balmora and Suran, as walking through a number of areas, would need to set up activation for the loading of the worldspace. If you do manage to sneak through its just a bunch of LOD models.
Just want people thoughts on it. I know its an issue for morroblivion so better to get the topic on the table sooner rather than later.
The one I am really keen on is to the GhostGate, with the specific idea of returning the Red Mountain to its glory of being the highest in all of Tamriel. It means that on the morrowind worldspace we can raise it to a very high level. Use a few tricky techniques like scale the dwemer cities down from behind the gate so everything looks bigger. Admittedly once you are through the gate the perspective changes back to normal morrowind heightmaps, the layout will be flatter. But remember that you are looking through the Ghostgate in the first place so it hard to focus on too much detail anyway, and a great compromise imo.
We can also raise the "Ghostgate" worldspace heightmap up as well, so that you are looking down from a higher height as well.

No no noooo no no. No. Just
No no noooo no no. No. Just no.
Modders have been creating "open cities" mods for all games since Morrowind, and you propose the opposite? Please no.
