The Tribunal Temple Hates Me?

I'm about 10 hours into a game and for most of it I've noticed a lot of Dunmer hate me. My guy is only in the mages guild and I haven't started the main quest yet.

I finally noticed on one of the Dunmer a make amends option telling me to speak to a master of the temple so I tried that. The only problem is that they say I've already broken their rules twice and I can't make amends. The weird thing is I never joined that faction but I can still join it even though they all hate me.

Is there anyway I can fix this annoying problem? I don't want to join their faction later and find out it's broken to hell because I've been expelled from them twice without ever joining them previously.

I tried fixing it by finding the faction id of the Temple in Morroblivion and using these commands.

setpcfactionmurder 01220002 0

setpcfactionsteal 01220002 0

setpcexpelled 01220002 0

However it didn't work.

Ok now after running around a bit it seems the thieves guild also wants me to make amends. The only difference is that they don't hate me. Is this the way the game is supposed to be? Forgive me because I haven't played Morrowind in at least 7 years and I can't remember if it's that way but it seems like this is a bug to me because it's telling me to make amends for being kicked out of factions I haven't joined.

Well I feel like I'm spamming my own post but I figured out that the reason I'm hated by the temple is normal since I'm a Master Wizard in the mages guild but I still can't figure out why it thinks I've been expelled from them twice.

Could start again do Minor Quest, to get to Level 4 then Do  Caius Quest which are Main Quest, Doing this will bring your Fame UP .. As your Fame goes up Other Factions will not Hate YOU ,they will only Dis_Like YOU..

Faction expulsion and 'making amends' aren't restored in Morroblivion, so currently you cannot be expelled from any faction you join.
You can safely ignore anything NPCs say in 'make amands' topic - conditions there aren't set properly.
