I got this same problem, those that follow me are Estoril and the other one is Tongue-Toad.

Atfer I did first quest for Thieves Guild in Ald-Ruhn both these NPCs stopped following me around.

They stopped following me (though I've actually returned to Cyrodiil and haven't returned) and I did find the netches and rising force potions. :)
Which just goes to say - Intervention, Mark/Recall and Levitation are useful in Cyrodiil. Especially in the Thieves Guild quests.
Wonder why I had the "I HAVE NO GREETING" from Morrowind NPCs when I COC'd from the Imperial City to Mournhold (fixed it when I came back to Cyrodiil and took the boat) but when I travelled by boat to get from Cyrodiil to Vvardenfell, that problem never arises. It was only a COC problem. Using Recall to come back to Cyrodiil doesn't make these problems arise.

You shouldn't use COC between Cyrodiil and Vvardenfell, because it doesn't set the global variable PlayerInMorrowind to 1 when you travel to morrowind.
A lot of dialogue has conditions on it that refer to this variable.
For example, a piece of dialoge like "Welcome to Morrowind" will only be said if PlayerInMorrowind==1. If the player is in Cyrodiil (PlayerInMorrowind==0) then the dialoge isn't said.
I know the transport mods (my CAT mod and dave b's transport mod) properly set this global PlayerInMorrowind when you transport between worldspaces, but honestly I have never really checked the scripts for Mark and Recall or any of the other mods.

There is definitely something going on at thieves guild.
NPC's located in the thief guild, doesn't matter which one, will start following you; until you leave the thieves guild.
I had a bizar occurance once there. It was after 10 PM, and a whole bunch of NPC's came in the thief guild. To hang out, and talk(what they usually do). This whole group who just enterd, started to follow me.
Not a huge problem, but its kinda creepy lmao.

That's normal oblivion behaviour unfortunately.
NPCs that offer services will follow you indoors in areas that they own.
You can go to an Oblivion store, like in the Imperial City, and you will see the store owner follows you around while you're in the store.
Just a note, I don't believe
Just a note, I don't believe Potions of Rising Force actually exist in Morroblivion, since levitation spells are no longer available in Oblivion. This sort of seems to break the Tribunal Temple questline? I'm not really sure how to proceed, since I can't activate the proper shrine.

Alright, well, I'll try another merchant per the previous comments, but it seems kind of strange that the normal merchants that sell these potions no longer have them (for instance, there is definitely supposed to be one in the Temple in Vivec). Thanks though! :) That is good to know.

You do not Need any of V059, Download V060 2gig Flie Plus Master File for V060 and Hot Fix,,,Then Extract 2gig To a Tempory Folder Cut The Bsa and what ever Esle files out and Paste into your Oblivion\Data Directory.. Install other Files OBMM,OBSE,Ely's Run Load order with OBMM make Shore you Move Morrowind_ob.esm Up Below Oblivion.esm,, Put Transport\Map Mods at Bottom of Load Order.
Edit With running OBMM and OBSE with BSA Download ArchiveInvaladition and Install.. When you run OBMM on Right hand Side you will see Utilities Click it Will Open Look for Update ArchiveInvaladition another Panel will open Click Update Now. will Read .BSA and Update.

2.) Try other alchemists, these potions aren't very common but they exist. Nalcarya (Balmora alchemist - hope, I spelled her name right) should have some.
