NPC services not available (compared to vanilla Morrowind)

I'm not sure whether this is a problem or intentional, but several NPCs that offered training/merchant/spellmaking services in Morrowind (per the UESP Wiki) no longer do so in Morroblivion - i.e. regardless of faction issues, the relevant service icon doesn't appear. If this is unintentional, I can track and report all the instances I find. The ones I've found so far in western/southern Vvardenfell are:

Trainers
-Arver Rethul (Dren Plantation)
-Avus Belvilo (Dren Plantation)
-Dridas Salvani (Gnaar Mok)
-Elvas Savel (Molag Mar)
-Ondi (Khuul)
-Optio Bologra (Gnisis)
-Suvryn Doves (Dren Plantation)
-Tharer Rotheloth (Molag Mar)
-Zallit Assattadaishah (Ghostgate)

Merchants
-Berela Andrano (Ghostgate)
-Falvel Arenim (Balmora)
-Ladia Flarugrius (Pelagiad) - she bought books, but didn't sell anything in Morrowind, so maybe intentional
-Phane Rielle (Balmora)
-Raviso Andalas (Molag Mar) - he bought books, but didn't sell anything in Morrowind, so maybe intentional
-Sugar-Lips Habasi (Balmora)

Spell Merchants
-Solea Nuccusius (Moonmoth Legion Fort)

Spellmakers
-Nebia Amphia (Ebonheart)

This could be because of their AI packages - I'll check NPCs you mentioned to see if anything needs to be corrected.

Thanks as always, qwerty. And FYI, I did test each NPC at various times of the day to ensure an AI package (like them eating/sleeping/traveling etc.) wasn't simply interfering with the icons being available. Besides, several had one icon available (e.g. for training) but not another (e.g. for bartering).
