Are they going to be compatible with Skywind? I mean Adamantium Armor, Area Effect Arrows, Bitter Coast Sounds, Entertainers, Helm of Tohan, LeFemm Armor, Master Index and Siege at Firemoth.

Well their content can always be added.
Adamantium Armor, Helm of Tohan, LeFemm Armor - well it can be done since already the rest of the armors have been made.
Area Effect Arrows - already exist in the game but for bolts. might be possible to be extended to arrows.
Entertainers - not sure, i think some are possible.
Master Index - just another quest.
Siege at Firemoth - just another quest and a small new area.
Bitter Coast Sounds - sounds can be added, that is not an issue. The problem is if they can use the same sound files or not due to copyright policies

Pretty sure no, you can't use the same sounds*. Bethesda's very strict on inter-game porting of official assets like that.
*However, they have no problem with you putting the sounds in yourself. There's mods that allow you to put Morrowind and Oblivion music into Skyrim, it's just you gotta put the music files themselves in place yourself.
Still, it'd probably be better to just use all-new sounds. Public domain and attribution sounds are everywhere, so it'd be easy enough to find some good sounds, fix any noise and such so it's good to use.
