Installed and played using SkywindInstaller0901 and Skywind-0.9.0.1-assets but game was speech-silent. Someone posted a link to skywind0.3.3 that added voices - shouldn't this have been/be included as part of one of the other two installer files?

There is no plan to add the
There is no plan to add the voice over package in the full package.
3 main reasons:
- Size of the package: It's already difficult to host the full package due to its size, adding the voices package (which will grow with time) will make it even more difficult.
- Modularity: Some players have fond memories of the speechless Morrowind and are not interested in voice acting / not satisfied in quality. No one forces you to use it.
- Progress: Voice over (which generates a lot of traffic these days) can be updated and released without a full release of Skywind. Releasing a new version of Skywind is very time-consuming (I should know :) ).
