TCL toggles collision in the game on and off. This means that after typing TCL your player can walk through walls or through thin air. In other words, you can levitate. Just move where you need to; you'll get the hang of it after a while. It is not a great workaround, but the best we could come up with. Yes, we tried EVERY perported Levitation mod out there. Most work with varying degrees of success outside, but none of them work reliably inside a Telvanni Tower.

it may be possible to get levitation working in telvanni towers, there is an option in the CS to make an interior cell act like an exterior. someone should investigate if this will make the different levitation mods work in interiors.
